Has the levelling up agenda died or is it only resting?

Levelling up is increasingly like a parrot in a Monty Python sketch: ‘dead’ to some, but just ‘resting’ in the eyes of others.

To critics and sceptics, last week’s Budget may have been the nail in the coffin: a final fall from its elevated perch for what had been the flagship policy of the 2019 General Election.
