Local government secretary Robert Jenrick has torpedoed plans for widespread reorganisation beyond the three areas he has invited to submit unitary proposals.
Mr Jenrick’s intervention comes after invitations were issued to councils in North Yorkshire, Cumbria and Somerset, which have been in advanced talks about local government restructuring over recent months.
