Let's extend tax freedoms to all authorities

If we reward failing councils with extra flexibility to raise council tax, why can’t well-run councils have the same freedoms, asks Tracy Bingham.

Despite some tinkering, last week's final local government finance settlement didn't deliver any more financial freedoms for districts.

Contingency funding held back in the provisional settlement was released to fund increases in the Rural Services Delivery Grant, New Homes Bonus and Services Grant. All but £40,000 of the benefit for district councils on aggregate was then readjusted back out of the Funding Guarantee.
