Manchester City Council’s leader has expressed fears that the council will be unable to fulfil its statutory duties.
Sir Richard Leese told a meeting of the council’s resources and governance scrutiny committee that the authority was living a ‘hand-to-mouth existence at the moment,’ which was putting jobs and services at risk.
