L ocal government is at its best when enabling great people to do great things. Few periods have demonstrated that better than the past 18 months. As the NHS came under acute pressure at the height of the pandemic, councils rallied nurses and social workers to look after patients at home where it was safe to do so, freeing up space in hospitals for our brilliant NHS workers to tend to those with the most urgent needs.
