Government plans to fix the adult social care system have been delayed again after a mooted national insurance rise provoked an outcry.
The Prime Minister, chancellor and health secretary were in the process of thrashing out a deal – including a 1% rise in national insurance contributions – before Parliament goes into recess tomorrow.
