The Government needs to be bold on devo to ensure levelling up success

This month the chancellor will deliver his first Budget. It may be less dramatic than his emergency statement in the autumn, but the stakes will be high nonetheless.

We are now more than half-way into this Government’s term in office, won emphatically by its promise to level up the country. There is little time left to convince voters they were right to trust them.
