The deal appeal

Following the announcement at the Conservative party conference last Monday that the Government planned to hand business rates back to councils, there has been much speculation about what that actually means.

In all corners of the Society of Local Chief Executives (SOLACE) annual summit, speculation was rife over the plan – which has been welcomed as great news for councils, and a cynical attempt to pass the buck on cuts, in equal measures.
