The man with the devo plans

Since the final finance settlement was announced last month, the attention of local government has shifted back to devolution. The race is on to get a deal in place to announce in next week’s budget – and the whole process has kicked the reorganisation debate back into play.

While the Treasury – and indeed George Osborne – may be seen as the driving force behind the devolution agenda, there is no doubt that it has been largely driven by communities secretary Greg Clark.
