Public services are being tested more than ever as financial pressures grow, but the Spending Review provides a chance to make a difference for the better, as Martin Smith comments

Does anyone know what public services will look and feel like when public spending falls to the currently planned level of 36% of GDP by 2020? Tony Travers’ presentation to the SOLACE Summit earlier this year illustrated that this is not just interesting territory for the UK but internationally too.
