In the week since the Government announced its plans to address the issues surrounding adult social care with a tax hike, there have been many column inches devoted to the pros and cons of the plans.
While most of the national coverage has focused on the rights or wrongs of raising national insurance – or taxing the poor and the young, as some would have it – there are far more issues for local government.
