We need to talk about finance

 For a moment earlier this year, it felt like local government might have achieved a small but nonetheless valuable breakthrough when the Government committed to publishing the provisional finance settlement in early December.

No more fretful watching and contingency planning as the holidays inched closer with no settlement in sight. Some might even describe it as a tiny step toward a more adult relationship between central and local government.
