Like Godot, social care Green and White Papers are elusive entities with a habit of not turning up when they’re needed over the last few decades or perhaps not emerging at all.

Once more, the sector’s hopes for reform were dashed when a clear plan to deal with the social care crisis failed to get a namecheck in last week’s Queen’s Speech. It simply contained a line saying that ‘proposals on social care reform will be brought forward’.
