Woolas backs rough sleeping fund

Former local government minister Phil Woolas has backed a social impact fund that promises to house 2,000 rough sleepers by the end of 2020.

The 2020 Initiative will use £236m from British pension fund investors - who want a return while making a positive difference to society - to buy and furnish homes, with councils getting to keep the property at the end of the 25-year term.
