No 10's housing moves contradict devolution policy

There are many levers governments can pull to get things done but housing is not one of them – at least not without a centralist system of Stalinist proportions.

Back in the 1950s when the number of housing units built was always an electoral issue and politicians used to outbid each other with pledges of even more homes, there was indeed a national programme for housing.
