Some within Government have been surprised by the number of councils that have written to communities secretary Robert Jenrick expressing an interest in a county deal. The appetite for devolution is more widespread than they assumed.
Many registered their interest after receiving assurances that local government reorganisation was not a prerequisite for extra cash or more powers. If true, this would be a mistake.
