Chief executive payment decisions 'not lawful'

‘Proper procedures’ were not followed and decisions to make payments to a council chief executive were ‘not lawfully made,’ an independent investigation has found.

Surrey Heath BC’s chief executive, Karen Whelan, this week announced her resignation from the council ahead of the publication of the report into an additional duties allowance paid to her.
