'Devolution hopes rest on combined authorities'

Combined authorities represent the greatest hope for devolution in England, according to a new report based on interviews with 93 former ministers and Whitehall mandarins.

Former Prime Ministers Sir John Major and Sir Tony Blair are among those to argue in the report from Harvard University and King’s College London that there needs to be a cross-party consensus stretching over many years to avoid policy instability.
