Councils must be granted powers and funding to help the UK achieve its zero-carbon targets, according to a new report.
Energy Systems Catapult (ESC) - an independent, not-for-profit body - concluded that a new ‘systemic’ approach was needed to replace ‘sporadic’ funding and ‘siloed’ working.
