Civil service ‘heads of place’ should not supplant councillors, Local Government Association (LGA) chief executive Mark Lloyd has said.
Speaking at The MJ's Future Forum event today, Mr Lloyd said that while the new roles were useful in co-ordinating Whitehall departments, elected members should take the lead in their areas.
