Ministry grapples with planning performance

Ministry mandarins are attempting to work out how to measure councils’ planning performance before they agree to increase fees, The MJ understands.

Civil servants recognise that allowing councils to increase fees would boost planning department capacity and capability but are only willing to make the move if it leads to better performance.
