Pay 'not number one feature' in staff retention

Culture and opportunities for career advancement are more important to council staff than pay, peers have heard.

Joanne Roney, president of chief executives’ organisation Solace, said the sector was waking up to staff retention as she appeared before the House of Lords Public Services Committee.
