Procurement proposals lack social value focus

The Government’s Procurement Green Paper has been criticised by Lords for focusing on finance over social value.

The proposals include simplifying and speeding up procurement regulations for and enabling contracts to be awarded based on the contractors rather than the bids, and was billed as a chance to ‘unleash opportunities for small businesses, charities and social enterprises’.
