The art of budgeting

My accountancy and finance degree is a Bachelor of Arts and not Science. Accountancy and budgeting in particular don’t come with absolute certainty, which is why it is an art. However, with so much uncertainty in local government finance I feel more like Picasso than Warhol.

We need certainty. With evidence of a crisis in social care we need to know what extra money we are going to get in the Spending Review, not just a continuation of funding streams such as the Improved Better Care Fund (IBCF).
