Shadow local government minister Jim McMahon has called for a new model of council funding based on residents' ability to pay.
Speaking to The MJ, the Labour MP and former leader of Oldham MBC warned ‘councils are running out of money' and the Government keeps dodging the issue ‘time and time again'.
