This week, as we are fast approaching the deadline for councils to finalise their budgets, there seems to be a vast number of stories on finance.

CIPFA unveiled the results of their annual council tax survey, a very low average increase, with large numbers of authorities taking the freeze, and no referendums. Not much in the way of surprises.
