The public sector is directly responsible for about 2% of the UK's carbon emissions, but has the power to influence about 40% of emissions through commissioning, control over development and helping communities live more sustainably. This is a huge responsibility, and the more local authorities can collaborate with others to bring these emissions down, the more effective they will be.
