Councils are under pressure to deal with the schools' adminstrative mayhem which, writes David Walker, may be a deliberate attempt by government to foment parental rebellion and tempt them into free schools.

Here's a question for both localists and centralists. It came up when MPs were recently worrying about how much asbestos there is in school buildings – fibres from the non-banned material – especially dangerous for young lungs.
