Jonathan Werran considers if local authorities can benefit from England emancipating itself from the shackles of an imperial past.

Could local authorities benefit from England finally emancipating itself from the shackles of a hidebound imperial past and seize the opportunity to shape a fresh national destiny?

The question was raised this week by Nottingham MP Graham Allen. The stalwart campaigner is keen to forge a new agreement between central and local government which takes its inspiration from the administrative and political freedoms enjoyed by the devolved administrations of Scotland, Wales and Northern Ireland.
