With just a week until councils have to submit their reorganisation plans to government, it is clear ministers will have plenty of challenges when faced with the plethora of proposals.

Counties pitching single unitary proposals will defend their schemes on the basis of economies of scale for key services, while districts will argue several smaller unitaries promise meaningful local connection and community representation.
