Chief secretary to the Treasury, Danny Alexander, has outlined his plans for new council tax bands for the UK's most expensive homes. 

Under the Liberal Democrat plans, a new tax rate would come into force for properties worth more than £2m – bit it would be easier to implement than the party's previous plans for a so-called ‘mansion tax'.
