Andrew Burns: We must be better at justifying our commercial decisions

Andrew Burns outlines some of the key principles enshrined in the upcoming revised CIPFA Prudential Code amid fears the Autumn Budget may restrict councils’ ability to make commercial investments in property, especially outside their own area.

The Prudential Code for Capital Finance in Local Authorities has been in place since 2004 and has been a fantastic example of effective self-regulation.

It has enabled local authorities to make capital investments in improving local infrastructure and services whilst ensuring investments are affordable, prudent and sustainable.
