Big Society is part of Harlow's pragmatic approach to its role as a local authority and not just an isolated initiative, says Malcolm Morley.

Harlow recently staged a Big Society conference that attracted more than 80 people, representing approximately 50 organisations from the voluntary, private and public sectors to explore and discuss their interest in a portfolio of discretionary services currently provided by the council.
