More than two-thirds of councils are ‘actively' looking at moving services to a council company or mutual in the next two years, a new survey has found.

More than half the directors surveyed by consultants iMPOWER said alternative delivery models had come back into fashion because they offered better partnership working, while 58% explained they were a chance to cut costs and 55% cited improving outcomes.
