So much failure in local government begins and ends at the top. As Bill Clinton might have said: ‘It's the leadership, stupid.'

The challenge leaders face, particularly those with strong groups and thumping majorities, is in recognising their unique position. Leaders do far more than make decisions – they set the tone and the culture of the organisation. And it is often the way that they act – or don't – that helps create the climate for failure.
