District chiefs have hit out at Labour Party proposals to axe the New Homes Bonus (NHB), claiming the measure would stall housing growth and stymie attempts to make local government financially independent.

The comments follow last week's publication by Labour shadow ministers of the party's zero-based review of public spending.
