Get the balance right

John Ransford believes there is a key requirement for constitutional settlement between local and national government.

In my last column, I reflected on the effects on local government of devolution in the United Kingdom and Northern Ireland.

These trends are distinctly more marked as a result of the recent elections for the devolved administrations and, in my view, will have a profound effect on governance more generally. It provides a major opportunity for us all.
