Balfour Beatty has rejected a £1bn offer for its investment portfolio as rivals Kier admits it is in discussions to buy Mouchel.

The John Laing Infrastructure Fund (JLIF) went public last week with a bid for Balfour Beatty's public private partnership (PPP) portfolio, which includes around 60 contracts.
