Shadow chancellor Ed Balls is expected to make a speech this week promising £30bn of devolved money to city and county councils.

Mr Balls is due to speak in Milton Keynes and is expected to promise that if Labour wins the next General Election councils will be able to keep any additional business rate revenue during periods of growth.
