Shadow chancellor Ed Balls is ploughing ahead with plans for a mansion tax despite criticism from senior Labour figures.

Mr Balls confirmed that owners of properties worth between £2m and £3m would pay an extra £3,000 a year but cash poor homeowners would be able to defer their bills until they sell or pass on their property.
