The children's charity, Barnado's, has warned government reforms are failing to help unemployed teenagers.

The charity said opportunities for 16 and 17-year-olds to acquire the necessary skills for work were rapidly declining, while government plans to tackle worklessness only helped young people from the age of 18 onwards.
