Councils that revert to a committee system should remember the rules governing political proportionality, a legal expert has warned after issues with Barnet LBC's switch.

Barnet chief executive Andrew Travers has now apologised to councillors after it emerged that the proportionality report agreed by the council was ‘flawed and could not form the basis of sound decision-making'.

Under the rules, proportionality must be applied to every committee as opposed to the council as a whole.
