Barnett Formula - triumph of experience over hope

Scottish voters seem unlikely to vote for change to Barnett Formula. 18th Century literary giant Dr Johnson and recent IFS analysis explains why.

Overcoming his previous antipathy for all things Caledonian, in 1773 Samuel Johnson bravely ventured with his famed biographer, James Boswell, for a tour of the latter's native Scotland.

During their tour of the Hebrides, the great lexicographer was asked about his feelings for the epic scenery and ‘noble prospects' of North Britain.
