The importance of the Barnett formula will be ‘proportionately diminished' when a greater degree of taxation powers is devolved to Scotland, a Government deputy chief whip has admitted.

Speaking in the House of Lords, Lord Newby said the system for funding across the nations would change as Scotland was granted a greater degree of devolution as he insisted the Government was not ‘standing still on this'.
