The leader of Westminster City Council, Cllr Colin Barrow, is stepping down from the post in March - but has denied his departure is linked to his controversial plans for parking across the borough.

Cllr Barrow claims his decision to stand aside was made last year, and then postponed when a public outcry erupted over his plans to expand parking charges in the West End.
