The Department of Health (DoH) needs a better understanding of the most effective ways to implement personalised commissioning, according to the National Audit Office (NAO).

In a report, the NAO says that commissioning adult social care services through personal budgets and direct payments is an important way of giving care users more choice and control over their services, but that the DoH needs to monitor its effects more closely.
