Shadow minister, Tessa Jowell, has slated the Government's Big Society agenda as being ‘ultimately doomed to failure'.

Speaking at a conference organised by the National Council of Voluntary Organisations (NCVO), Ms Jowell said that the prime minister's flagship policy was so little understood in Whitehall that ‘it has become all things to all ministers'.
