Birmingham's time to shine?

Manchester has taken the limelight in recent years but do political changes mean Birmingham is now on the ascendancy? Paul Wheeler examines the case

Is this Birmingham's moment? For years it has been overshadowed by its northern rival. From football to music and media, Manchester has had the edge as well as a host of powerful advocates in government.

Manchester has also been helped by strong, consistent political and managerial leadership and a good working relationship with its neighbours within Greater Manchester. In contrast, Birmingham has been hampered by local rivalries within its conurbation (marked by an inability to agree a name for the city region that has any international recognition) and a poor record of partnership working.
