Blackburn with Darwen Council has announced the arrival of its new director of growth and development, Martin Kelly.

Mr Kelly was previously director of economic development and planning at Lancashire CC for nine years and worked for nearly 10 years at Manchester City Council as head of the chief executive's policy unit.
