Bordering on the ridiculous

Jonathan Werran looks at issues raised by the revelations of the failings at the UK Border Agency.

What is a nation? In James Joyce's Ulysses – set on a single June day in 1904 Dublin – protagonist Leopold Bloom responds when challenged on the issue: ‘All of the people living in the same place at the same time.'

Such a disarmingly-clear answer would, it appears from recent evidence, be beyond the wit and capacity of what the combined forces of the British state can muster.
